A level is never shown without what qualifies it
Every proficiency level on every screen arrives with its data state: evidenced, out of date, low confidence, disputed, or no evidence yet. Nobody has assessed is rendered as a dash, never as a zero.

Every finding says what it was judged on
Coverage — how much of the candidate population was actually measured — appears on every finding, with the policy threshold marked. A requirement judged on a third of the team is reported as unmeasured, not as met.

Gaps are never summed
A shortage of qualified people, a shortage of permitted people, and a population nobody has assessed are three different problems with three different remedies. Adding them produces a number that means none of them.
